| Proposed Changes/Summary | Connecticut’s bottle bill was first implemented in 1980, with a 5-cent deposit on eligible beverage containers. (details regarding Connecticut’s program can be found here.) Although it was updated in 2008 to include bottled water, the program has not seen any other significant changes. This bill would increase the deposit amount to 10-cents and the handling fee to 3.5 cents, to keep up with inflation and trends. The bill will also expand eligible containers to include HDPE containers, and cover more beverages: non-carbonated drinks, wine, and liquor. 50 mL bottles (also called “nips”) would have a 5-cent surcharge on their sale. The bill also seeks to implement more ease to deposit redemption, with reverse vending machines (RVMs) placed in large retail stores and a UPC barcode on eligible containers. Changes would be introduced in four stages, taking place from July 2021 to July 2024. |
